The T2A formula for parry goes like this:
The chance to block is half of the defender's Parrying skill.
This means that if you have 100 in Parrying, you have a 50% chance of blocking the attack.
If you have 100 in your weapon skill, you have a 50% chance of getting hit by someone that also has 100 in weapon skill. From this 50% hit chance, 50% of the blows have a chance of being blocked.
When a hit is blocked the damage inflicted depends on the AR of the shield. The higher the AR, the less damage the wearer will receive. If the attacker hit for 25 and the shield has an AR or 7, the defender will receive 18.
So, parrying is useful in reducing the amount of damage you receive from the attacks.
Of course, you have to be using a shield in order for Parrying to work...

High parrying increases the AR value of shields, too.
