You probly need to contact your nearest cA representative and inquire about a sheep farming permit.

Keep it up! I killed about 100 sheep total in Delucia in the past week that people were hoarding there. I still don't understand how this isn't "unattended resource farming". It isn't even against the rules to harvest wool from the sheep while AFK :(

Unattended wool gathering is illegal .. would not suggest getting caught.
