Is stat gain supposed to be random?

This is something that confused me. I can macro 2 characters along side each other... same skills, very similar skill gain (overall rate is pretty much the same/balances out over short period of time). The one variant in this is usually stat increase. One character's stats will go up fast while the other's drags along.... often with the slower gaining character needing additional macroing to finish off stats.


Is this right/normal?
