Secure container on steps?

I have noticed containers on peoples thats that I could not access because there were secure. How do I get a secure on my steps? It simply tells me that I cannot secure that there.

The ability to secure and lockdown on steps and in doorways was removed in this patch:
Patch 52 - August 8, 2008
The existing secures are grandfathered (for now)
