Does this skill increase the damage of magery spells?

Or is the dmg of spells a constant value?

Evaluate Intelligence Bonus = ((Evaluate Intelligence * 3) / 100) + 1

That bonus gets multiplied to the base damage of whichever spell you're casting, so having 0 eval int means you're going to be doing the minimal damage possible. This calc is also done before Magic Resist is calculated, so you can be doing even less damage once resist gets thrown into play.

And is this a passive bonus? or do I need to ''use'' int eval before casting a spell on anything?

Passive bonus every time you cast a spell.
