How can I create magic weapons and armors?

can someone tell me what level i need to smelt and create items with the minerals like dull cooper and shadow etc.

I have a character with 60 blacksmithing, and 80 mining.
and when i try to do items with dull cooper ore the game says that I haven't the necessary skill to do anything.
I want to know how much skill i need to do armors and weapons with other minerals.
