Have you tried re-installing your client? you may have some corrupted files or bad install? This seems to be a pretty isolated incident with you.

To add to what Spitfire has already said, we tend to try to encourage player run events by keeping the Staff run events during prime time to a minimum.
Staff run events during peak hours still exist but are mostly random and un-announced.
