I've been using this client since last night, so far it is much better. I still notice small hang ups but it doesn't bring my entire comp to a crawl and I can still move.
I'll post again if the issue re-arises, but this looks promising.

I've seen this before. IIRC I witnessed it only on Sphereserver shards set up to mimic pre-T2A/early T2A era. I wasn't aware this existed in reality(edit: Freudian slip. Yes! It seems like us former Sonoma players are everywhere honestly. You may have noticed the bloodrock orcs and ZOG are found their way here (though, I haven't seen any ZOG online fortunately).
