They level out to average about 25-28.
I don't know what people are talking about with the damage range.
The swing timer and the horse stamina is the only thing stopping the pvp here from being great.

Horse Stamina being nigh-unlimited. Horse race marathon for the lose. This is a huge balancing issue with making pvp fun. If they make the weapon swinging more fluid, and then fix some other vital to pvp things like mount stamina, then UOSA easily becomes the top shard.
