That mechanism does not exist here. Skills have a preset gainfactor that does not take into account the system that you describe.

Perhaps it hasn't been suggested yet. Accuracy claims like this, even minor ones, can only help produce consistent era accuracy. I suggest you post this on the bug forum for review.
