Question about Magic Weapon Drops.

Say I loot a magic sword from a low end mob like a gazer or lich, will this magic item have the same odds of being a powerful magic item like power or vanq as if I looted a magic item from an elder gazer or dragon?

Does this still work?

When i try and meditate it says inebriation not condusive to meditation...

Also to get x i just do 120-(current med skill)?

So starting at 50 med i would set x to 70?
