Why won't the stars fall?

I had provoked three orcs into battle with each other and had wanted to end the battle with a meteor swarm. I tried casting the spell in direct proximity to them in the open fields near Delucia but I kept getting a "target cannot be seen" prompt.
I changed locations and looted the fourth orc which had already fell. I kept trying to cast but no matter where I went even just a couple steps away from them I kept getting the target cannot be seen message. I eventually used flamestrike on them both as the third had fallen just before givng up.

The hills outside of delucia have major line-of-sight issues, as well as many other spots for that matter. I think the problem is with the z-axie blocking line of sight. It's set to low, for instance, a little bump in the ground can block your line of sight. (see: the just inside the destard entrance, it's really annoying)
