A bunch of random observations of things that changed since I last played:
1) if you Paralyze someone while they are casting, it does nothing?
2) object usage (i.e. double-clicking on something) as well as equipping something, does not disrupt the casting process?
3) if you cast Magic Reflect, then equip a reflect item, then unequip the reflect item, you no longer have Magic Reflect active on you?
4) Energy Vortex - I've probably dispelled 30 of them so far, and not one has resisted the Dispel. I remember them doing so on UOSA in years past. Did they lose their Magic Resist?
Just curious if these things are intentional.

I often cast an Earthquake spell and then arm my trusted Halberd. It fizzles the spell everytime.

sorry, I shouldn't have said "fizzle", I should have said "disrupt". Edited.
Years ago, if you were casting Blade Spirits, for example, and you saw a red name enter the screen, you could equip a wand to disrupt your own spell right then and there (not when you completed/targeted the spell). You wouldn't get the "your hands must be free to cast..." message either.

I do seem to remember this mechanic as having been used in my business dealings in the past.
