Rangers in southern part of Skara missing tracking skill

Rangers across the dock on the southern part of the town outside the guard zone in the various huts don't have the ability to teach tracking. Checked all four huts, nothing but archery and tactics. They should be teaching tracking as well.

The non-Vendor rangers were missing some other skills in addition to Tracking, this will be rectified for new NPC's right away.

Note that although these skills were missing entirely on Rangers, the Guildmasters typically can train to a higher level of skill than average Joe NPC
