Test server?

Couldn't find anything via search, don't know how to work the search operators on the forum.
I've read in numerous posts people talking about a test server for UOSA. I'd like to log in and play around on it.. if only to get some practice duels in (bit rusty after 5 years

Is it public, and is it always up? What's the IP/port?
