How come when I use sell agent at the gem dealer he says I have nothing he would be interested in when my pack is full of gems?

Telamon Patch awhile ago nerfed all vendors.

Revisit the jeweler often, they replinish cash and can usually buy a few gems. But the days of selling 100 at a time are over.
