while paralyzed

A ques about game mechanics...what can u do/cannot do while paralyzed?

cast a spell
drink a potion
apply a bandage
throw an explosion potion to bomb yourself intending to move again
switch a weapon such as a bow
shoot an arrow
dress/undress armor
hiding/stealth
provoke/peacemaking
unmount
ask your pet to do something

and what skill and materials are needed make those tinker pouches that are trapped with magic?

You can certainly shoot arrows while paralyzed.
Goes without saying you can not cast a spell.

The trapped pouches people use to break paralysis are not tinker made, they're made using the spell "Magic Trap". 2nd Circle I believe.

you can do all those exept casting a spell and probebly not hide since he will be closer then 8 spaces probebly.

I have been able to hide when paralyzed by monsters/npcs. I dont use hiding for pvp though.
