REPORTED ISSUE: Treasure Chest and Dungeon Chest traps

ISSUE DETAILS: Treasure Chest and Dungeon Chests are spawning with traps at too high of a level.

ENVIRONMENT DETAILS: At a dungeon chest hot spot or treasure chest dig.

STEPS TO RECREATE: Create a character with 100 Remove Trap. Dig up a level four treasure chest. Attempt to disarm the trap. Or go to a level four dungeon chest and attempt to remove the trap.

EXPECTED RESULTS: Zero successful Treasure Chest trap removals. Up to more than 10 failures before success when attempting to remove level four dungeon chests.
