Well if you take a look at UO's very first patch in history it has a patch note that says this below which should clarify this for you.

However if you join IRC you can see how many people are actually playing on SecondAge (IPs), which is something UOGamers (all the servers) always try and hide the fact. It's also 3 accounts here. Do the math, divinity's population highest= 200/4= 50 people on at there peek. Wow, good luck i guess. i am one that always admits when i am wrong. So i stand corrected that divinity is dead.(not only that but the staff there is doing their best to ruin the shard)
i joined both UOSA and Divinity to see which shard was run better. The only thing that had me leaning towards divinity was the no mounts...it's something ive always liked.
but i can't deny UOSA is better run and just a better shard

This topic is intriguing because you're not the first one to have asked this question. Not only were there mountable horses prior to T2A, but the T2A release introduced ridable llamas, ostards, and nightmares as new mounts. Memories fade after 10 years of custom freesharding, even the most solid features of the era if undocumented are constantly debated, and happily so, as we can only get this thing right as a collaboration of everyone who loved this era.
